ECEB Highway Services Ltd. Specialises in supporting companies that are usually (but not always) the Principal Contractor tasked with delivering projects where the end client is National Highways or Local Authorities. To do this, we work strictly outside the governments IR35 ruling, in roles tailored to suit the best way to deliver the project, usually with Management, Supervisory or Agent type responsibilities. We are fully insured and work under the governments CIS “Gross Payment” terms with Reverse VAT applicable to our works, and we always supply Chapter 8 compliant transport that is fit for the purpose of the delivery of your project.

Over the years considerable investment has been made to ensure our staff working on Customer projects are fully trained and experienced in this kind of work, SMSTS and CSCS Gold as a minimum.

We have an unmatched track record for Compliance and an enviable reputation within various departments at National Highways and Civils contractors for works being in good hands.

We deliver schemes all over the UK, however the majority of the works are based in central and southern England (National Highways Areas 1 to 9).

In many ways, our business model works well for clients as we can:

  • Reduce the need for long term “Full time PAYE employees”.
  • Many companies struggle to keep staff that are “constantly working away”, which is understandable when it’s combined with long distance travelling and the strain it can cause on family life.
  • Support the contractor with a non-prejudice, reliable on-site contact to gather extra information, take detailed audits, capture measurements and photos etc.
  • Documentation (written or electronic) is always considered a priority, and “Early Warnings” and “Technical Queries” can be raised directly from site to the client if needed.
  • Provide a direct contact that can give constant (if required) feedback on Compliance and Health and Safety ensures that our customer is delivering works as they should be.
  • Simplify Cost allocation: Our invoicing is broken down so that all costs are detailed daily or weekly, ensuring a clear and consistent Cost Capture Process in a format which is easily digestible.
  • Support customers with local supply chain solutions, as we have developed a considerable working network of sub-contractors- in various parts of the country, often needed by site to support the smooth delivery of a project.
  • Supply site staff when permanent employees are off sick, on holiday or have resigned without notice etc.
